BIMARU States Of India – when will they shed this tag?

The acronym BIMARU refers to the states Uttar Pradesh, Bihar, Rajasthan, and Madhya Pradesh. This notorious term was first given by the prominent Indian demographer and economist Ashish Bose in the mid-’80s. But he never meant it to be a derogatory reference. The idea behind this acronym was to underline the need for a different government planning and response to under-performing states.

However, the question – How long will these states be tagged as BIMARU, remains to be answered. Thirty-five years down the line does the ‘shoe still fit in?’

In this episode, we analyze the performance of these five states – Bihar, Uttar Pradesh, Madhya Pradesh, and Rajasthan in the past decade.
One of the best indicators of relative performance is excellently documented by NITI Aayog in the Sustainable Goals India Index 2020-21. This sets the fundamental basis of the performance of the states last year against globally set parameters.

Further, data has been taken from the Reserve Bank of India’s Handbook of Statistics on Indian States 2019-20.

Parameters such as GSDP, Per Capita GSDP, population growth, productivity, sex ratio, infant mortality, and ease of doing business have been selected for a comparative study.

The results are quite interesting. They also give an indication of the type of governance being followed by these states.

An episode worth watching. It helps people to understand the current political scenario in the BIMARU states.

भारत के BIMARU राज्य – वे टैग कब हटाया जाएगा?

परिवर्णी शब्द बिमारू उत्तर प्रदेश, बिहार, राजस्थान और मध्य प्रदेश राज्यों को संदर्भित करता है। इस कुख्यात शब्द को सबसे पहले 80 के दशक के मध्य में प्रमुख भारतीय डेमोग्राफर और अर्थशास्त्री आशीष बोस ने दिया था । लेकिन उनका कभी मतलब अपमानजनक संदर्भ नहीं था । इस परिवर्णी शब्द के पीछे विचार यह था कि एक अलग सरकारी योजना और कम प्रदर्शन करने वाले राज्यों के प्रति प्रतिक्रिया की आवश्यकता को रेखांकित किया जाए ।

हालांकि, सवाल-इन राज्यों को कब तक BIMARU के रूप में टैग किया जाएगा, इसका जवाब दिया जाना बाकी है । ३५ साल के बाद भी ये टैग ठीक लगता है |

इस कड़ी में हम पिछले एक दशक में इन पांच राज्यों-बिहार, उत्तर प्रदेश, झारखण्ड, मध्य प्रदेश और राजस्थान के प्रदर्शन का विश्लेषण करते हैं ।

सापेक्ष प्रदर्शन के सर्वश्रेष्ठ संकेतकों में से एक नीति आयोग द्वारा सतत लक्ष्य भारत सूचकांक 2020-21 में उत्कृष्ट रूप से प्रलेखित किया गया है। यह पिछले साल राज्यों के प्रदर्शन का मौलिक आधार वैश्विक रूप से निर्धारित मापदंडों के खिलाफ निर्धारित करता है|

इसके अलावा रिज़र्व बैंक ऑफ़ इंडिया की हैंडबुक ऑफ स्टैटिस्टिक्स 2019-20 से आंकड़े लिए गए हैं।

तुलनात्मक अध्ययन के लिए जीएसडीपी, प्रति व्यक्ति जीएसडीपी, जनसंख्या वृद्धि, उत्पादकता, लिंग अनुपात, शिशु मृत्यु दर और ईज ऑफ डूइंग बिजनेस जैसे मापदंडों का चयन किया गया है ।

परिणाम काफी दिलचस्प हैं। वे इन राज्यों द्वारा अपनाई जा रही शासन की तरह का संकेत भी देते हैं ।
